The search for over three dozens sex offenders whose last known addresses indicate they are wandering the Upper Peninsula of Michigan without totally paying for their crime and warning others.

Below is a list of cities checked by U.P. Breaking News and the number listed are of non-compliant sex offenders.

Even the super secretive Marquette felony extortion case is connected to sex offender.

But in that case – its the mother of the alleged victim who is in trouble.

Sources say the sex offender involved went to prison and is a member of a well-liked law enforcement family. Sources tell U.P. Breaking News that the case is – well “icky.”
The sources say the suspect tried to allegedly extort some $10,000 in money frm the sex offender. The extortion suspect is also reportedly the sex assault victim’s mom

No one will release information on the highly unusual case

Sex has also become a business in the U.P. – and everyone knows about the strip club south of Gwinn. Then there are the hush-hush red-light businesses you can find right across the state line. There are even online ads that claim U.P. college students are involved in the sex trade.

Every community in the U.P. seems to have from one to to dozens of sex offenders living peacefully in their community.

Non-compliant U.P. sex offender arrested Saturday

But the ones that go rogue – just like the guy nabbed Saturday in Chippewa County.

It was that arrest that made us check the sex offender registry records – and its very easy to use.

With over three dozen non-compliant sex offenders in the U.P. – it has law enforcement concerned and constantly seeking tips on the whereabouts of a non-compliant offender.

But considering there are over 5,000 non-compliant sex offenders in Michigan – the U.P. still appears pretty safe.

However every week U.P. Breaking News hears reports about rapes, incest and all forms of sexual assault – most of which goes unreported unless some official puts out a press release.

(Marquette, MI) – At least one Marquette resident has been arrested in connection with an Upper Peninsula extortion investigation, U.P. Breaking News has learned.

The investigation led to at least one arrest yesterday in Marquette County.

A 49-year-old Marquette woman made bond yesterday (Thurs., Oct. 27, 2016) after being accused of alleged felony extortion.

Police arrested Kathryn Marie White of 316 E. Crescent St. in Marquette, MI. White was taken into custody at her residence. A check shows she was released on bond – though details of that bond – or the exact nature of the allegations – have not yet been released.

It is not clear – who or what entity – is the “victim” of the alleged extortion – and the charge if not oft used.
In fact, even compared to the filing of a state murder charge in the U.P., a state extortion charge is rarer – minimum 50 to one.

Marquette County Prosecutor Matt Weise won’t be back until next week, according to officials in his office. Those officials declined to release any information when U.P. Breaking News provided a name and the charge – and instructed us to check back next week.

U.P. Breaking News left a message for Marquette Police Department Captain of Detectives Mike Kohler.

U.P. Breaking News attempted to contact White.
White is listed as he registered agent of a limited liability corporation (LLC) she formed in Nov. 2013 named “Bianchetti White LLC,’ according to online websites that follow the creation of state of Michigan corporations.

Recently a northern Michigan businessman was arrested on an extortion charge – however a judge dismissed the case and that decision is being appealed by the Michigan Attorney General’s Office.

Past extortion cases in Marquette were federal investigations.

One U.P. extortion case involved a Hollywood celebrity . In that federal extortion case, two Marquette residents served four years in federal prison for trying to extort $680,000 from Actor John Stamos. In Oct. 2010, Scott Edward Sippola, 31, and Allison Lenore Coss, 24, both of Marquette, Michigan, were each sentenced to four years in federal prison after being found guilty of multiple federal felonies. Both were released from federal prison in March 2014.

On April 3rd, 2014, the Michigan Supreme Court held that the crime of extortion does not require analysis of “the seriousness or significance of the compelled act” under MCL 750.213 and partially overruled two Michigan Court of Appeals decisions.

In People v Harris, Docket No. 146212, the Michigan Supreme Court first summarized the prior proceedings in the case:

Under the plain language of the extortion statute, MCL 750.213, extortion occurs when a defendant maliciously threatens to injure another person with the intent to compel that person to do any act against his or her will, without regard to the seriousness or significance of the compelled act, overruling People v Fobb, 145 Mich App 786 (1985), and People v Hubbard (After Remand), 217 Mich App 459 (1996), to the extent that those decisions required that the act or omission compelled by the defendant be of serious consequence to the victim.

Under the plain language of the extortion statute, the crime of extortion is complete when a defendant (1) either orally or by a written or printed communication, maliciously threatens (2) to accuse another of any crime or offense, or to injure the person or property or mother, father, spouse or child of another (3) with the intent to extort money or any pecuniary advantage whatever, or with the intent to compel the person threatened to do or refrain from doing any act against his or her will.

The Court of Appeals decisions in Fobb and Hubbard, which held that the act demanded of the victim must have been of serious consequence to the victim in order to convict a defendant of extortion, are contrary to the plain language of the statute.

A statute may be challenged for vagueness on three grounds:

(1) that it fails to provide fair notice of the conduct proscribed

(2) that it is so indefinite that it confers on the trier of fact unstructured and unlimited discretion to determine whether an offense has been committed

(3) that its coverage is overbroad and impinges on First Amendment protections.
